Objectives
The administration linking closely to the citizen life in various fields, such as welfare, school education, fire defense, road/river management, and other social infrastructures, is conducted in most cases by the local government. So the total amount of expenditures by local governments is about double that
of the central government.
The professor teaching this course has had a great deal of experience as a senior officer of both central and the local government, such as diplomat, deputy mayor, and general administrative manager of the central government.
The students will learn the basic principles of local administration from the point of "Governance"
in order to establish their own foundation for becoming a member of society.

Outline
The students will learn the principles of the human resources and the public employee system
from the perspective of 'Governance', that is, from the standpoint running the local government.
The main issues discussed in this course are PPP, PFI, OPEN INFORMATION EVALUATION SYSTEM, Evaluation by Corporate Auditors or the Audit Committee, and Regional Finance Soundness.
Furthermore, the students will also study recent reforms made by thelocal administration.
