Outline
There are two methods of understanding the local government system; the isthe method based on the viewpoint from the administration side and the method based on the viewpoint from the resident side.
The above two methods, of course, haveonly differences in the level of placing emphasis, but it is an important problem from what kind of viewpoint we approach the local government system.
In this series of lecutures, fundamentall an outline of the local government system based on the viewpoint from the traditional administration side will be explained. However, I shall also introduce the viewpoint from the resident side as much as possible.
In this class, you will acquire knowledge, techniques and attitudes about DP 3.
