Outline
There are two methods to understand the local government system; the method based on the viewpoint from the administration side and the method based on the viewpoint from the resident side.
The above two methods, of course, the differences are only in the level of placing emphasis, but from what kind of viewpoint we approach to the local government system is an important problem.
In this series of lectures, fundamental outlines of the local government system based on the viewpoint from the traditional administration side will be explained. However, I shall also introduce the viewpoint from the resident side as much as possible.
This class will be conducted mainly in lecture form, but I may ask each student to give presentation appropriately.
In this class, you will acquire knowledge, techniques and attitudes about DP 3.

Objectives
Students can master a fundamental knowledge about the local government system. In particular, I will conduct the class from the viewpoint of the local residents and how they are concerned with the local government.
