Course Description

The local administration links closely to the citizen life, and social administrations, such as welfare, school education, fire defense, road/river management, and other social infrastructure, are conducted in most cases by the local government. Total expenditures of the local governments is about double that of the central government. Local autonomy is guaranteed by the Constitution. The Local Autonomy Act provides for the basic matters relating to the organization and the operation of local governments such as their types, powers, residents, legislative assemblies, and financial affairs. It also specifies the relationship between the national and local governments.
Furthermore the students can study the systems of foreign countries, especially the UK -- "The mother country of the local democracy." (The professor is an honorary research fellow at the University of Birmingham in the UK.)The students can get the knowledge,accoplishment and attitude of DP(2・3）.
The students will be given an opportunity to visit the Tochigi prefectural government to study the practical activities at the front line.

Course Objectives

Japan is presently on the course of fundamental reform, including at the local government level.
The professor teaching this course has had a a great deal of experience as a senior officer in both central and local governments, such as a diplomat, deputy mayor, general affairs manager and a pioneer of the "One village, one product" movement (a typical local development policy which has spread throughout Japan). The professor also holds the title of honorary professor of the Local Autonomy College, Ministry of Internal Affairs and Communications.
The students will learn the basic principle of local autonomy, which is indispensable to democracy, and take pride in their own hometown. The students can establish feelings of belonging as a member of the society.
