Course Description

This course aims to understand the reason why public utilities are regulated by government and authorities. The public utilities are regulated by the government because they have a characteristic of public goods and natural monopoly in spite of private companies.
In the course, I am going to introduce you to the deregulation schemes in the recent years in Japan. In addition, several utilities in the world are operated by public fund such as pension. Therefore, we are going to discuss the possibility whether Japanese utilities can collect the public funds. You do not need to have the backgrounds such as mathematical knowledge.
